The Indian Ports Act, 2025 replaces outdated provisions of the Indian Ports Act, 1908, with modern & contemporary regulations. The Act establishes Maritime State Development Council (MSDC) as a statutory consultative body to coordinate between Centre and coastal States. The legislation mandates Global Green Norms, Disaster Readiness for Indian Ports. It simplifies port procedures & digitalize operations to enhance Ease of Doing Business (EODB). The Indian Ports Act, 2025 passed by Parliament in August, 2025 marks a transformative milestone in India’s maritime governance - replacing the century-old Indian Ports Act of 1908 with a forward-looking, integrated framework tailored to the demands of a modern economy.

A Memorandum of Understanding (MoU) Exchange Ceremony marked the signing of 27 Memorandums of Understanding (MoUs) between public and private sector stakeholders, State Governments, and international partners. These agreements represent a significant commitment to the growth of India's maritime and shipbuilding sector, with an investment and development potential of over ₹66,000 crore. The MoU ceremony showcased India's integrated vision for maritime growth, including new port infrastructure, shipping, shipbuilding clusters, global shipyard partnerships, financing mechanisms, innovative maritime investment, sustainable projects like water metros and green tugs, and heritage-linked initiatives like the lighthouse museum.

The Union Cabinet, led by Prime Minister Narendra Modi, has approved a Rs.69,725 crore package to revitalize India's shipbuilding and maritime ecosystem. The package aims to strengthen domestic capacity, improve long-term financing, promote greenfield and brownfield shipyard development, enhance technical capabilities, and implement legal, taxation, and policy reforms to create a robust maritime infrastructure. The Shipbuilding Financial Assistance Scheme (SBFAS) will be extended until 31 March 2036, with a total corpus of Rs.24,736 crore. A National Shipbuilding Mission will oversee the implementation of these initiatives.

Cochin Shipyard Limited (CSL) has signed a Memorandum of Understanding (MoU) with HD Korea Shipbuilding & Offshore Engineering (HD KSOE) for a strategic collaboration in shipbuilding. The MoU was exchanged during the "Samudra se Samriddhi – Transforming India’s Maritime Sector" event, inaugurated by Prime Minister Shri Narendra Modi. The partnership aims to combine CSL’s legacy, infrastructure, and domestic expertise with HD KSOE’s advanced technology and global experience, strengthening India’s shipbuilding capabilities. The MoU will use CSL’s 310-meter new dry dock to construct large vessels like Suezmax tankers, container ships, and Capesize bulk carriers. The details of the proposed facility and layout was presented at the event.

With ambitious investments, modern infrastructure, and sustainable reforms, the government is harnessing the power of its coasts and waterways to build a stronger and greener economy, aligned with the vision of Viksit Bharat by 2047. Union Minister for Ports, Shipping and Waterways (MoPSW) Shri Sarbananda Sonowal highlighted that under the Maritime Amrit Kaal Vision 2047, India is set to attract investments worth ₹80 lakh crore, generate over 1.5 crore jobs, and accelerate green shipping practices. Nine Indian ports are now ranked among the world’s top 100.
