“Port congestion, Waiting Times and Operational Efficiency” study reveals that ships spend 4–6% of their operational time per year waiting at anchor outside ports before being given a berth. Arriving in time may cut emissions by up to a quarter. The study found that container ships and bulk carriers have lower pre-berth waiting times than tankers. Additionally, there is a further ~20% waiting time, which can include canal queuing and time waiting for a new charter. Waiting times have generally increased, varying by ship type. Chemical tankers experience the greatest waiting times, while smaller ships have longer pre-berth waiting times. A 4–6% waiting time can result in higher emission reductions. It suggests that analyzing waiting times could help target strategies to reduce emissions.

A study by the UCL Bartlett Energy Institute and UMAS reveals that shipping could achieve significant energy savings through just-in-time arrival, which optimizes voyage speed to match berth availability. This practice can save up to 6% of operating lives at anchor, generating emissions and causing business inefficiencies. The study suggests that just-in-time vessels increase efficiency by slowing down mid-voyage and arriving on time to proceed straight to berth. The savings can be significant, with about 10% for bulkers and boxships, 16% for oil tankers, and 25% for chemical tankers. Changing the incentive structure to favor just-in-time arrival requires cooperation among multiple parties, including charterers.

The Board of Jawaharlal Nehru Port Authority (JNPA) has approved a Rs 20,647-crore proposal for dredging, offshore reclamation, and shore protection works at Vadhvan Port. The project will be executed in two phases under a Public-Private Partnership Hybrid Annuity Model (HAM). The first phase will reclaim 800 hectares of land over three years, with contractors receiving 60% of the contract value. The second phase will reclaim an additional 400 hectares over two years, maintaining the same payment structure. The remaining 40% will be disbursed over a 10-year maintenance period. The proposal will be reviewed by the Ministry of Ports, Shipping, and Waterways before being submitted to the Public-Private Partnership Appraisal Committee.
