According to a whitepaper by maritime decarbonization company ZERO44, FuelEU Maritime pooling is not a universal solution for compliance and can be more costly in the long run than other strategies. The news article highlights ZERO44's warning that while pooling—which allows a fleet's less-efficient vessels to be offset by its more-efficient ones—offers a seemingly easy way to avoid penalties, it is a complex and potentially expensive approach. This paper analyzes various pooling models and argues that the surpluses used for pooling are often a result of costly measures, such as using expensive biofuels or investing in new technology. ZERO44 advises shipowners to evaluate alternative strategies like internal pooling, biofuel blending, or technical upgrades.

The International Energy Agency (IEA) has highlighted that scaling up hydrogen production is now a policy issue rather than a technology challenge. With potential low-emissions production for 2030 at 37 million tonnes per annum, only 11% of this capacity is operational or reached a final investment decision. The main factors contributing to this are the high cost premium for low-emissions hydrogen and hydrogen derivatives compared to fossil fuels, and the lack of long-term offtake contracts. The IEA noted that while some countries rely on market forces and end-users' willingness to pay a premium for low-emissions hydrogen, others are developing support schemes and regulations.

The International Maritime Organization (IMO) has partnered with the Republic of Korea to launch an updated version of the Future Fuels and Technology Online Information Hub. This online resource provides free access to live data from over 22 providers, helping to inform stakeholders about solutions for reducing shipping emissions and the scalability of new marine fuels and technologies. The updated website provides user-friendly information on shipbuilding trends, alternative fuels, global marine fuel prices, and green shipping corridors. It also updates on IMO partnership projects like GHG-SMART, GreenVoyage 2050, and Next-GEN, and schedules upcoming events, serving as a central resource for the shipping industry's energy transition.

A workshop in Manzanillo, Mexico, led by the IMO in collaboration with the Maritime Technology Cooperation Centre (MTCC) in the Caribbean, trained over 60 officials on assessing and managing biofouling. Participants learned how to apply in-water inspection protocols, evaluate hull fouling, and align national practices with the IMO Biofouling Guidelines. The sessions also covered financing options for sustainable ocean action, with a focus on supporting biofouling management and protecting marine biodiversity. Mexico's Secretariat of the Navy (SEMAR) will distribute guidelines to National Port System Administrations and publish key documents in the Official Gazette. The training was the first in a series of national workshops planned by the IMO-Norad TEST Biofouling Project.

The Netherlands-based terminal operator APM Terminals, part of A.P. Moller – Maersk, has signed a memorandum of understanding (MoU) with India’s Government of Andhra Pradesh, through the Andhra Pradesh Maritime Board (APMB), to accelerate port and terminal development in the state. As informed, APM Terminals has expressed its intent, as part of the MoU, to invest $1 billion (₹8-9 billion) to support Andhra Pradesh in developing modernized ports and terminals. The signing is said to mark “a major milestone” in strengthening maritime infrastructure and building a globally competitive logistics ecosystem. With this MoU, Andhra Pradesh is set to redefine its role as the Eastern gateway for maritime commerce and logistics in India by aligning global expertise with local strengths.
